President Obama and leaders in Congress say they are confident the bill will pass, but there are still holdouts. Illinois Congressman Luis Gutierrez was one of them — until yesterday when he announced his support for the bill. The Democratic representative threatened to withhold his vote due to the president's lack of movement on immigration reform.
