Apr 10th, 2008 · Advocates of free speech gave their annual awards to people who seem to block it. A "Muzzle" award goes to New York State's Department of Motor Vehicles. The department demanded the return of a custom license plate reading "GETOSAMA," fearing it would offend "a particular ethnic group." An award also goes to the Scranton, Pa., police who charged Dawn Herb after neighbors complained that she swore loudly at an overflowing toilet.
